The recovery of the Ex Military Arsenal in Turin is an emblematic case of regeneration of the urban fabric, where social and welfare purposes guided the entire recovery process, defined the design action and also influenced the formal outcomes of the intervention.
When in 1983, the Sermig association founded by Ernesto Olivero obtained from the city of Turin the spaces of the nineteenth-century Military Arsenal, the complex of pavilions of more than 30,000 square meters was in a serious state of neglect, in a multiethnic neighborhood where conditions of marginality and degradation had characterized the previous decades. The association decided to start from the Arsenal precisely in order to initiate a process of regeneration of the surrounding urban and social fabric, through the creation of social welfare services for the community: reception to people in difficulty and distribution of meals, crèche, youth training, meeting and socialization spaces, and volunteer activities. The intervention developed through a gradual process of space recovery for targeted and progressive interventions, inexorably marking the transformation of the complex into today’s Arsenal of Peace.

The redevelopment project supported these instances by promoting architecture that fosters participation and sharing, inclusion as opposed to marginalization. The regeneration of spaces takes place with a view to efficient and parsimonious functionality, ensuring the versatility of spaces as needs change, while at the same time creating differentiated and recognizable places, in which the layering of interventions by successive phases is perceptible.

Over the years, a continuous and productive collaboration has been established between the Sermig association and the Comoglio Architetti firm, which has continuously supervised the interventions, relating closely to the needs of the clients in a confrontation that has marked their design evolution. The interventions that have followed one another over time, although heterogeneous in terms of function, are linked by a continuous thread. All interventions are characterized by common aspects such as the rational use of resources, the versatility of spaces, and the enhancement of historical evidence while transforming meaning from its military origins to the themes of peace and hospitality.

Renovation of building No. 2 with the arrangement of the new mess hall – Comoglio Architects studio

The rehabilitation interventions directed by the architectural firm within the Arsenal have followed one another in a progressive way without interruption since the early 2000s, with the spaces outside the Sermig Chapel, to continue with the spaces intended for meetings and events (University of Dialogue and Auditorium) the premises aimed at reception (Hospice, outpatient clinic, canteen), and then also involving the services aimed at children’s education and youth training (recovery of the Ex Sellerie with the insertion of the kindergarten and the school for artisans restorers).[:en]Could Architecture be a social input that moves to a real appropriation of urban spaces for the Community?

Complete renewal of the former military arsenal of the city is an emblematic case of regeneration of the urban tissue, where the welfare and charitable issues led the entire process, defining the design action and influenced the result of the intervention.

In 1983 Sermig association, founded by Ernesto Olivero, obtains from Turin city Council the exclusive use of the abandoned Arsenal: a complex of industrial buildings dating back to eighteenth century, with serious signs of decay, located in a multiethnic district affected by social critical issues.

Sermig Association took the opportunity to start a regeneration process of the surroundings beginning from the complete restoration of the Arsenal. The aim was to improve the life quality of the citizens, providing new important services: hospitality and meals distribution for poors, a nursery, a school for young artisans, meeting place and space for voluntary activities.

Intervention was developped through a gradual renovation of all the spaces by targeted and progressive actions, signing the transformation of the military complex into the current Arsenal of Peace.

The conversion project has pursued these issues in order to promote an architecture that encourages participation and sharing, inclusion and not alienation. Spatial regeneration occurs in a perspective of efficiency and economical attention, it guarantees versatility to the spaces capable to respond to changing needs. However, the stratified sequence of works is maintained visible.

Through the years a close collaboration has been established between Sermig Association and Comoglio architects, who managed thesubsequent interventions, responding to clients’ needs.

The interventions occurred in recent years, are miscellaneous due to different functions, but strictly concatenated by a common aim. All the works are characterized by shared aspect as the rational use of resources, space flexibility, valorisation of historic heritage from a military origin to a new welfare instances.

Renovation of Building #2 and definition of new Dining Hall for the Community – Comoglio architects

Interventions directed by the architectural office in the Arsenal, progressively followed without interruptions since early 2000s, they started with exterior spaces of the Sermig Chapel, and continued with meeting spaces (University of Dialogue and Auditorium), rooms for hospitality (hospitality house, clinic and dining hall), than included services for childhood education and youth training (former saddleries renovation with insertion of a nursery and a school for artisans).

[:]

[:it]Can architecture be an engine of aggregation that moves a real re-appropriation of urban spaces by the community?
